America’s Problem Drugs
Good Magazine took a look at what drugs local law enforcement officials said were posing the greatest dangers to their communities. It would be interesting to compare this graph to actual usage of said drugs. I would imagine that the use of pharmaceuticals and marijuana is much higher than this graph indicates and that the use of methamphetamine is much lower. Just goes to show what drugs are 'problematic' and which aren't.

Portugal's Drug Users Go To Experts' Panel, Not Jail - The New York Times

A new Portuguese law eliminates jail time for possession or use of small amounts of any illegal drug and instead sends drug users to a panel of experts, who provide assistance.
Jail sentences have been replaced with mandatory counseling or treatment and possibly community service or a fine of up to 30,000 escudos, about $130. The panels consist of a psychologist, a social worker and a legal adviser, who decide what action to take.
Still, in shifting the focus of the police anti-drug efforts to traffickers instead of users, Portugal's Socialist government has joined a European trend toward treating users as victims who need help, not punishment.
Portugal has one of Europe's highest levels of hard-drug use, said Vitalino Canas, the government's drug policy chief.
The government estimates that the country has 80,000 to 90,000 heroin addicts, which would be about 1 percent of the population. Youngsters openly smoke marijuana at popular night spots.
